Energy audit: on the home stretch
Companies only have a year left to comply with the energy audit obligation. All Cetim experts are on deck. Companies who have not yet carried out this audit are advised that if they do not do so by the 5 December 2015 deadline set to comply with the terms of this decree, they risk financial penalties.
Decree No 2014-1393 laying down detailed rules for implementing the energy audit provided for by Chapter III of Title III of Book II of the French Energy Code and the Order on the detailed rules for applying this energy audit were published in the French Official Journal on 24 November 2014.
This energy audit obligation (refer to our previous articles on the subject) was previously set by article L. 233-1 of the French Energy Code, which transposes article 8 of the emergency efficiency directive dated 25 October 2012 . This directive sets the obligation for companies to carry out an energy audit at least every four years, with a first energy audit at the latest by 5 December 2015. An initial decree establishing the threshold, beyond which an audit is mandatory, was published in 2013. The companies which do not meet this 5 December 2015 deadline for complying with the provisions of the decree risk financial penalties.
Cetim’s experts are on deck to provide assistance to the companies in this important step. A support process has been designed and is already operationally applied in the companies. The goal of this process is to transform this requirement into a driver for performance and competitiveness. Furthermore, a compendium of good energy saving practices was published (Ref to 9Q168 that can be downloaded from cetim.fr for subscribers and upon request via the Question Answer Service).
In addition to compliance with the European regulatory requirements, Cetim’s support within the framework of a structured and efficient approach will yield significant gains for the companies in terms of production costs and allow them to obtain results comparable with the best industry performances. To achieve this goal, the energy saving experts at Cetim rely on the Centre's multi-sectorial expertise and on a network of nationally renowned technical and institutional partners (ADEME, Cetiat, other industrial technical centres CTI, etc.).
The approach applied takes into account the requirements of standards EN 16247 structured on the following logic: collection of information through measurement campaigns to objectively identify and prioritise the cost items; modelling and quantification of the energy saving areas; proposal of action plans with a perspective on the gains and return on investment. Alongside this approach, the action will be promoted to the public authorities and energy suppliers.
