Symop advocates for productive investment with a Manifesto
The French association of manufacturing technologies (Symop) has signed a manifesto with industry players to make France a new production wellspring. The document, a sort of contract for the next French president’s term of office, lays down five conditions for the revival of the French industrial sector.
“Make France a new wellspring of production so that Industry, under a different model, can return to a position where it creates national wealth”, this is the aim of the manifesto for productive investment, presented by Constant Bernard, president of Symop.
The fifty-page document has primarily given industry leaders, economists and researchers the opportunity to express their views and present testimonials of innovative production methods and industrial success stories.
In addition, the manifesto paints the picture of a declining French industry and investment strategies which are “hindering” future growth. “Our industrial manufacturers mainly base their productive investments on demand. In other words, if there is a downturn in production, French industrial manufacturers set aside their investments”. However, the writers of the report believe that the opposite should be the case. In light of this alarming observation, Symop has drawn up five proposals for the presidential candidates.

Therefore, for the managers at Symop, it is not the order book that should determine investment but continued investment in an innovative industrial tool which will allow the company to tap into an upscale market. To meet this challenge, in particular in the face of declining demand, public authorities must encourage investment in the productive capital via taxation measures.
In terms of digital technology, Symop recommends that the French State and companies carry out a national audit to map the affected industrial sectors and jobs. The document also calls for a change in the definition of innovation so that the modernisation of production tools and the renewal of the processes by small and medium industries can also be eligible for the innovation tax credit. Labour costs have also been taken into consideration. The writers are pushing for a reduction in charges primarily to the benefit of the industrial sector for employees earning between 1.6 and 3.5 times the minimum wage. Finally, the fifth measure is aimed at producing in France with French technologies. “The public authorities in conjunction with French and foreign designers and integrators of production technologies must enhance the attractiveness of our territories (direct and indirect aids, training of researchers, quality of infrastructures) so that the technologies of the future can be designed, developed and produced in our country”, concluded the writers of the manifesto.
