France compared to its neighbours in terms of innovation
France is not the best when it comes to innovation. However, its innovation system has some evident strengths compared with some of its direct competitors. This is shown by the report from the C2IT (interministerial coordination of innovation and transfer - Coordination interministérielle de l’innovation et du transfert) entitled “Innovation in France, indicators of international position”, that was released in July 2016.
This study analyses France’s position compared with that of eight other countries (Germany, South Korea, the United States, Italy, Japan, the Netherlands, United Kingdom and Sweden) via a set of indicators representing the various components of innovation performance. Section one of the report sets out the indicators used to establish France’s position with respect to other countries. Section two gives summary comparisons of the countries, three by three, for the whole of the indicators. Finally, section three extends the comparisons to all 20 leading world economies in terms of R&D, including emerging countries.
“The aim is to very specifically compare the performance of France with a group of neighbouring countries in order to accurately identify its strengths and weaknesses in relation to these countries”, states the document. It reveals that the French innovation system is in line with the average of the countries studied, with a few strengths, including the fraction of patents filed by public laboratories or the software investment of the companies. However, France is lagging behind its neighbours as regards the dissemination of digital technology within companies and it is quite often major corporations rather than SMEs that introduce product or process innovations.
